道德理性的价值引领:健康产业的伦理分析

摘　　要：健康产业既是一种经济活动,也是一种健康实践活动。健康产业的正外部性、公益性和公共服务价值,既检视着健康产业政策的道德合理性,也检视着健康产业企业对伦理的坚守。事实上,健康产业活动离不开道德理性的价值引领。作为健康产业发展的“应该”,健康产业活动中的道德理性现实层面表现为健康价值在健康产业活动中的价值导向作用;在直观表象上表现为伦理准则和伦理共识对健康产业主体行为和活动的规范与约束;内在层面表现为蕴含和渗透在健康产业政策和健康产业企业生产经营活动中的价值取向、道德意识和伦理精神。从整体论视角看健康产业伦理,一以贯之、在健康产业所有领域和环节中具有普适价值的伦理范畴和伦理精神是公益伦理、质量伦理和信用伦理,由此构成健康产业伦理的三个基本维度。The health industry is not only an economic activity,but also a health practice activity.The positive externality,public welfare and public service value of the health industry not only examine the moral rationality of the health industry policy,but also examine the adherence of health industry enterprises to ethics.Infact,the health industry activities cannot be separated from the value guidance of moral rationality.As the“must”for the development of the health industry,moral rationality of the health industry activities is reflectedin their orientation role that value of health plays in the health industry activities;in terms of visual representation,it is manifested as the norms and constraints of ethical norms and ethical consensus on the behavior andactivities of health industry entities;internally,it manifests as the value orientation,moral awareness,and ethical spirit embedded and pemeated in the health industry policies and the production and operation activities ofhealth industry enterprises.Viewing health industry ethics from the perspective of holism,the ethical categoryand spirit that are consistent and have universal value in all fields and links of the health industry are publicwelfare ethics,quality ethics and credit ethics,which constitute the three basic dimensions of health industryethics.
