三孩生育政策背景下托育服务需求分析与对策研究——以陕西省榆林市为例

摘　　要：婴幼儿照护服务已成为促进三孩生育政策实施的重要配套支持措施。为了解西部地区家庭照护情况及其实际托育需求,以榆林市225个婴幼儿家庭为调查对象进行调查研究。结果发现,婴幼儿家庭育儿压力大,无法更好照护的民生问题突出,婴幼儿家长有刚性托育服务需求且需求意愿明显,但现实中普惠性托育服务供给严重不足。针对存在的问题提出以下建议:地方政府要高度重视,发展因地制宜的普惠性托育服务体系;统筹资源综合施策,推进本地区普惠性托育措施落地;精准把握家庭多元化服务需求,增强地方托育服务的有效供给。多方联动共建西部欠发达地区婴幼儿普惠性托育服务体系。Infant and toddler care services have become an important complementary support measure to promote the implementation of the Three-child Policy.In order to understand the circumstances of family care and their actual demand for childcare in western China,a survey was conducted of 225 families with infants and toddlers in Yulin.The results showed that childcare is a source of great stress for families with infants and toddlers and that such families are unable to provide better care.It was also found that parents of infants and toddlers have a fixed demand for childcare services and the willingness to this demand is obvious.but the reality of the situation is that the supply of inclusive childcare services is severely inadequate.The following recommendations are made to address these problems:Local governments should attach great importance to the development of inclusive childcare service systems tailored to local conditions,coordinate resources and implement comprehensive measures to promote the implementation of inclusive childcare measures in the region,and accurately grasp the diversified service needs of families to enhance the effective supply of local childcare services.A multi-lateral approach should be adopted for building an inclusive childcare service system for infants and toddlers in China’s less developed western region.
