国内区域中心城市“招校引院”对襄阳的启示

摘　　要：中心城市的发展离不开教育、科技、人才的强力支撑,尤其是高等教育的支撑。论文通过国内区域中心城市引进优质高等教育资源,特别是深圳、苏州、青岛、杭州四地引进优质高教资源的做法、亮点、成效等,梳理出国内区域中心城市引进优质高等教育资源的一般规律。结合地区实际,提出襄阳市“招校引院”可资借鉴的经验和做法:强化顶层设计,促进跨区域联动;优化发展环境,实施精细化管理;搭建交流平台,形成放射性效应;完善体制机制,提供引导式服务。The development of central cities cannot be separated from the strong support of education,science and technology,talents,especially the support of higher education.Through the introduction of high quality higher education resources in domestic regional central cities,especially in Shenzhen,Suzhou,Qingdao and Hangzhou,this paper sorts out the general rules of the introduction of high quality higher education resources in domestic regional central cities.Combined with the regional reality,this paper puts forward the experience and practice that Xiangyang City can use for reference in"introducing schools and colleges":strengthening the top-level design,promoting cross-regional linkage;optimizing the development environment and implementing fine management;building communication platform,forming radioactive effect and improving institutions and mechanisms and providing guidance and service.
