国际视野和权利视角下的大食物观

摘　　要：大食物观正开启新一轮食物安全整全治理的理论思考。“供给保障”视角以规模化、工业化、全球化的方式应对食物安全问题,但这会加剧主粮与其他食物对国内资源的争夺,从而强化食物供应对国际资源的依赖。“体系治理”视角系统提出了食物体系转型的策略,但需要更明确的政策目标。国际视野和国内趋势表明,食物安全的内核是权利安全。“食物权利”的整全视角,本文认为权利视角下的大食物观阐明了食物安全“中国之治”的核心经验,即筑牢“耕者有其田”的制度根基、彰显“中国碗装中国粮”的战略意志、构建“新型举国体制”的支撑体系,以此立足国内资源,防范国际风险,担当国家责任。今后,应把保障权利安全作为践行大食物观的关键政策目标,实现国家发展自主性、人民参与能动性与生态保护可持续性的有机统一,趟出一条逐步确立保障食物安全的中国道路。The Greater Food Approach is opening a new round of theoretical thinking on integrative food security governance.The"supply based"perspective deals with food security issues with method of large-scale,industrialization and globalization,which will intensify the competition between staple grains and other foods for domestic resources,thus strengthening the dependence of food supply on international resources.The"system governance"perspective systematically proposes strategies for food system transition,but requires clearer policy goals.International vision and domestic trends show that the core of food security is the right to food.This paper proposes an integrative perspective of right to food,arguing that under the Greater Food Approach with the perspective of right to food,the key experience of Chinese code on food security is to lay a solid institutional foundation with"land to the tiller"policy,demonstrate strategic will with"serving the Chinese bowl and filling the Chinese grain"policy,build a support framework of"the system of new nationwide mobilization",in order to base on domestic resources,prevent international risks,and assume national responsibilities.In the future,the protection of right to food should be regarded as the key policy goal of implementing the Greater Food Approach,to realize the organic unity of autonomy in national development,initiative in people's participation and sustainability in ecological protection,and forge a Chinese path to gradually ensure food security.
