环境规制对碳减排的影响效应研究--基于碳排放权交易试点政策的准自然实验

摘　　要：基于2005—2019年中国省域面板数据,采用倾向得分匹配与双重差分法相结合检验碳交易试点政策对碳减排的影响效应。研究发现:(1)碳排放权交易试点政策显著促进了碳减排,但是区域异质性分析发现碳排放权交易试点政策显著促进了中国中部地区的碳减排,对东部和西部地区的碳减排影响不显著;(2)碳排放权交易试点政策通过绿色技术创新和产业结构为中介促进了碳减排;(3)环境约束力度的强弱对碳减排的影响效应存在差异,强约束对碳减排的影响效应更大。Based on Chinese provincial panel data from 2005 to 2019,the paper uses a combination of propensity score matching and difference in difference method to test the effect of carbon trading pilot policies on carbon emission reduction.The results are shown as follows.First,pilot carbon trading policies significantly promote carbon emission reduction,but regional heterogeneity analysis finds that pilot carbon trading policies significantly promote carbon emission reduction in central China and do not significantly affect carbon emission reduction in eastern and western regions.Second,pilot carbon trading policies promote carbon emission reduction through the mediation of green technological innovation and industrial structure.Third,there are differences in the effect of the strength of environmental constraints on carbon emissions reduction,with stronger constraints having a greater effect on carbon emissions reduction.
