摘　　要：经济合作发展组织发布的“技能战略”,从整体性的视角提出了综合性、跨部门的战略框架,其中突出强化技能系统治理,体现在治理主体从传统走向多元;治理机构从“独唱”走向“合唱”;治理方法从结果导向走向全过程参与;治理形式从点线式走向网络状;治理手段从信息分散走向信息整合;融资渠道从单一走向多维。该技能策略凸显整体性治理的有效性,为我国建设技能型社会提供了三点借鉴:树立跨界与整合理念,引领职业教育与培训发展;建立整体性治理机制,提升职业教育与培训质量;构建整合性政策框架,加强政策战略的跨界协同。The"skills strategy"released by the Organization for Economic Cooperation and Development(OECD)proposes a comprehensive and cross-sectoral strategic framework from a holistic perspective,which prominently emphasizes the reinforcement of governance in the skills system,as evident in the transition of(1)governance entities from a traditional paradigm to a more diverse and multifaceted approach,(2)governance structures from a solitary mode of operation towards a collaborative and cooperative arrangement,(3)governance methods from a results-oriented approach to active and comprehensive engagement throughout the entire process,(4)the governance form from a linear and fragmented model to a networked configuration,(5)governance mechanisms from fragmented information dissemination to integrated information integration,and(6)the financing channels from a singular dimension to a multidimensional framework.This skills strategy highlights the effectiveness of holistic governance,offering three key insights for China's endeavor to build a skill-oriented society:(1)embracing a cross-sectoral and integrative approach,guiding the development of vocational education and training,(2)enhancing the quality of vocational education and training,(3)constructing an integrated policy framework and strengthening the coordination of policy strategies.
