摘  要:皂市水库工程运行以来,促进了当地经济和社会发展。水库消落区的水土资源具有相对不可替代性,研究表明,汛期(非汛期)135 m高程以上水库消落区面积达913 hm2,淹没风险较小,应对其进行保护和综合利用。在对消落区水土资源进行分析的基础上,探讨生态保护与综合利用的相对关系,提出重要片区消落区的规划方向,以实现生态保护优先,提高综合利用价值的目标。The operation of Zaoshi Reservoir project has promoted local economic and social development.The soil and water resources in the reservoir's fluctuating zone are relatively irreplaceable.Research indicates that the fluctuating zone above 135 m elevation in flood season(non-flood season)covers an area of 913 hm2,with a relatively small risk of flooding.Therefore,it is crucial to protect and make comprehensive use of these resources.On the basis of analyzing the water and soil resources in the fluctuating zone,we examine the relationship between ecological protection and comprehensive utilization,and suggest a plan for preserving the critical areas of the fluctuating zone with the goal of prioritizing ecological protection and enhancing the overall value of the resources.
