摘　　要：少数民族农村地区食品安全监管是基层治理体系中的重要议题。整体性治理模式蕴含着丰富的治理意涵,与民族地区农村食品安全监管有着很强的契合性。当前少数民族农村地区在食品安全监管的法律体系、主体配置以及监管方式上呈现出明显的碎片化面貌。在整体性治理模式的指引下,理应在立法层面树立保障少数民族公民权利的立法理念,积极发挥民族自治地方立法权的统合功能;在组织层面完善政府内部的合作治理网络,加强对社会力量的吸收与培育;在制度层面建立配套的信息共享、全程监管以及文化引导机制,从而最终将民族地区农村食品安全监管融入法治轨道。Food safety supervision in ethnic minority rural areas is an important issue in the grassroots governance system.The overall governance model contains rich governance implications and has strong compatibility with rural food safety supervision in ethnic minority areas.Food safety supervision in ethnic minority rural areas is an important issue in the grassroots governance system.The relatively complex geographical and economic environment,strong ethnic and religious colors,and relatively natural dietary preferences determine the strong specificity of corresponding food safety supervision.Even so,it is still of great significance to properly improve the rural food safety supervision mechanism in ethnic minority areas for the protection of the right to health of ethnic minority citizens,respect for the right to food culture and the improvement of the overall national food safety supervision system.It is found that the current legal system,subject allocation and supervision methods of food safety supervision in ethnic minority rural areas show an obvious fragmentation look.In view of this,it is crucial to introduce a suitable governance model in a timely manner.The overall governance model contains rich governance implications,and it has strong compatibility with rural food safety supervision in ethnic minority areas.Under the guidance of a holistic governance model,we should establish a legislative concept to protect the rights of ethnic minority citizens at the legislative level,and actively play the integrated function of legislative power in ethnic autonomous areas;Improve the collaborative governance network within the government at the organizational level,and strengthen the absorption and cultivation of social forces;Establish supporting information sharing,full process supervision,and cultural guidance mechanisms at the institutional level,ultimately integrating rural food safety supervision in ethnic minority areas into the legal track.
