生态补偿视角下的林农与政府演化博弈研究

摘　　要：森林生态建设应以政府为主导,林农为主要参与者,但因现有政策支撑体系不齐全、政策宣传力度不足、成果巩固难等导致了森林生态补偿效果不佳。以林农和政府行为为研究对象,构建演化博弈模型进行分析。结果表明:在生态补偿中,政府和林农的初始意愿、林农的额外支出及额外收入、政府的行政效率、政府对于生态建设的支出、政府对林农不参与森林生态保护行为的处罚力度等会影响系统演化结果。在此基础上,提出通过提高林农生态保护意识、改进生态补偿政策等来提高林农初始参与意愿,在保护森林的同时兼顾林农生计,对林农的生态保护行为合理实施奖惩等建议,以期为我国实现森林生态可持续发展提供参考。Forest ecological construction needs to be dominated by the government,and forest farmers are the main participants.However,due to incomplete policy support system,insufficient policy propaganda,difficult achievement consolidation and so on,the effect of forest ecological compensation is not good,so the evolutionary game model is constructed with forest farmers and government as the research objects.The results show that in the ecological compensation,the initial intention of the government and farmers,the extra expenditure and extra income of farmers,the administrative efficiency of the government,the government′s expenditure on ecological construction and the strength of the government′s punishment for foresters′non-participation in forest ecological protection will all affect the result of the system evolution.On this basis,suggestions are made to increase foresters′initial willingness to participate by raising their awareness of ecological protection,improving ecological compensation policies,addressing foresters′livelihoods while protecting forests,and implementing a system of rewards and penalties for foresters′ecological protection behavior,in order to provide a reference for achieving sustainable forest ecological development.
