摘 要:高等教育国家级教学成果奖既代表着我国高等教育教学工作的最高水平,也是判断某一区域高等教育教学质量的重要评价指标。以西部地区高等教育国家级教学成果奖为研究对象,分析西部地区高校教育教学改革现状,研究发现:我国西部地区高等教育教学成果奖获奖项目数量占比较低,与东中部地区差异明显;获奖项目学科分布不均衡,工学类占比最多;获奖项目地域分布失衡,主要集中在陕、川、渝三省市;获奖项目主题分布过于集中,主要聚焦于人才培育模式和课堂教学改革两个方面。造成西部地区高等教育教学改革困境的成因主要表现为:教学竞争力弱,教育观念滞后;高水平领军人才短缺,缺乏申报教学成果奖的智力支撑;教学资源有限,优质教学资源严重不足;工具理性与价值理性的失衡导致西部高等教育服务能力不足。为此,提出西部地区高等教育教学改革的行动路向:由确定性思维迈向关系性思维,激发西部高校培育教学成果的内驱力;完善专业教师激励政策,弥补西部地区高水平人才建设短板;整合西部地区教学资源,完善多方合作机制;重构价值理性,强化学科特色。The national teaching achievement award of higher education not only represents the highest level of higher education teaching work in China,but also becomes an important evaluation index to judge the quality of higher education teaching in a certain region.This article takes the national teaching achievement award for higher education in the western region as the research object,and analyzes the current situation of educational and teaching reform in universities in the western region.The research finds that the number of awards for higher education teaching achievements in the western region of China is relatively low,which is obviously different from the eastern and central regions;the distribution of disciplines is uneven,with engineering accounting for the largest proportion;the geographical distribution is unbalanced,mainly concentrated in Shaanxi,Sichuan and Chongqing;the theme distribution is too centralized,mainly focusing on two parts:talent cultivation mode and classroom teaching reform.The causes of the predicament of higher education teaching reform were analyzed in the western region,which mainly includes the weak teaching competitiveness,the lagging educational concept,the shortage of high-level leading talents in the western region,lack of intellectual support for applying for teaching achievement awards,the tension between the limitation of practical teaching resources and the shortage of high-quality teaching resources;the imbalance between instrumental rationality and value rationality leads to the decline of higher education service capacity in the west.Therefore,the course of action for the reform of higher education and teaching in the western region was proposed:moving from deterministic thinking to relational thinking,stimulating the internal driving force for the cultivation of teaching achievements in western universities,improving the incentive policies for professional teachers to make up for the shortcomings in the construction of high-level talents in the western region,integrating t
