新时代中国国际关系学发展的内生动力、学术基础与学科框架

摘　　要：国际关系学要想在中国长成一棵参天大树,实现从“国际关系学在中国”到“新时代中国国际关系学”的转型,就必须找到学科发展的内生动力和学术基础。百年未有之大变局等国际主客观因素叠加生成了复杂的现实问题,产生了迫切的现实需求。解释现实问题、回应现实需求,是构建新时代中国国际关系学最强大的内生动力。国际关系学在中国已经具备了一定的理论创新成果和日益丰富的话语体系。新中国外交为中国国际关系学的发展提供了丰富的实践经验和理论思考,中国数千年的灿烂文明为新时代中国国际关系学的发展提供了丰富的历史和思想资源。新时代中国国际关系学建设一方面要追求学术性和原创性,另一方面也要致力于形成中国特色、中国风格、中国气派。鉴于此,本文提出以“一题五观”来概括新时代中国国际关系学的学科框架。“一题”是指一个核心研究主题,即一个崛起的中国如何处理其同外部世界的关系。“五观”是指时代观、国家安全观、国际秩序观、全球治理观、国际关系建设观。“一题五观”这个框架具有鲜明的时代性、浓厚的学术性和高度集成性,可以涵盖众多的国际问题重要研究领域,可以生成更多的重要研究问题。If International Relations as a discipline is supposed to grow into a towering tree in China and realize the prospect of transformation from"the study of International relations in China"to"Chinese International relations in the New Era",it is necessary to find the intrinsic motivation and academic foundation for its development.The combination of international subjective and objective factors,such as the once-in-acentury global changes,has produced complex practical problems and urgent practical needs,which are the most powerful internal driving force for the building of Chinese international relations in the new era.International relations as a discipline in China has had certain theoretical innovations and its discourses are getting increasingly rich.Chinese diplomacy has provided abundant experience and theoretical thinking,and China's splendid traditional culture has provided luxuriant historical and ideological resources for the development of Chinese International Relations.On the one hand,the building of Chinese International Relations in the New Era should pursue academic and original ideas;on the other hand,it should strive to form a new discipline with Chinese characteristics,style and ethos.Because of this,this paper puts forward One Topic and Five Views"to summarize the framework of Chinese international relations in the New Era.The"One Topic"refers to a core research topic:how a rising China handles its relations with the outside world.The"Five Views"refer to the views on the world,national security,international order,global governance and the development of international relations.The framework of"One Topic and Five Views"can cover almost all important research fields of international studies and generate countless important researchquestions.
