数字赋能视域下未来社区公共服务供给模式研究

摘　　要：基于数字赋能视角,运用扎根理论分析法,探析了未来社区公共服务供给模式,并系统呈现了政府、市场、社会等多元主体在构建“有机生命体”“生活共同体”“社会综合体”的未来社区的互动过程与场景。数字赋能未来社区公共服务供给,不仅提高了公共服务供给的效率与质量,还重塑与延伸了政府、市场、社会三个供给主体之间的互动关系,建立了“三化九场景”数字化体系,提升了未来社区治理效能,重塑了传统的城市社区公共服务模式,丰富了数字赋能基层治理的实践探索。但是,未来社区公共服务供给还存在一定不足,即未来社区公共服务仍面临供需失衡、数字鸿沟以及物理隔阂问题。因此,要推进数字赋能未来社区公共服务,就必须推动供给主体多方协同、强化数字技术集成应用以及促进场景空间开放融合。Based on the digital empowerment perspective,this paper analyzes the future community public service supply mode by using the grounded theory analysis method,and systematically presents the interaction process and scene of multiple subjects such as the government,market and society in the construction of the future community of“organic organism”,“living community”and“social complex”.Digital empowerment of future community public service supply not only improves the efficiency and quality of public service supply,but also reshapes and extends the interactive relationship among the three supply subjects of government,market and society,builds the digital system of“three modernizations and nine scenarios”,improves the efficiency of future community governance,and reshapes the traditional urban community public service mode.It has enriched the practice and exploration of the grassroots governance of digital empowerment.However,the future community public service supply also has deficiencies,that is,the future community public service still faces the imbalance of supply and demand,the digital divide and the physical barrier.Therefore,in order to promote the future community public service of digital empowerment,it is necessary to promote the multi-party collaboration of the supplier,strengthen the integrated application of digital technology and promote the open integration of scene space.
