摘　　要：技能型社会建设是技能型人力资本增值和技能形成的社会化过程,为全面建设社会主义现代化国家供给技能型人力资本。基于技能型人力资本增值的张力转化理论,阐释技能型社会建设的要素与向度,进而提出技能型社会建设的内驱力、外驱力和耦合力路径,即从技能观培育、职业教育与培训的制度机制和组织环境等层面形成技能型人力资本增值内部张力的促进机制;从技能使用制度、技能评价制度和职业认定制度等层面形成技能型人力资本增值外部张力的促进机型;从个体技能修为与技能报国情怀的价值观融合、职业教育体系与企业培训体系的产教融合、多方协同的技能形成体系等层面形成技能型人力资本增值内外张力转化的促进机制,进而推动技能型社会建设。The construction of a skill⁃based society is the socialization process of skilled human capital appreciation and the formation of skills,which provides skilled human capital for building a socialist modern country.Based on the tension transformation theory of skilled human capital appreciation,this paper explains the elements and dimensions in the construction of a skill⁃based society,and then proposes the internal driving force,external driving force and coupling force path for the construction of a skill⁃based society,that is,to build an internal tension promotion mechanism for skilled human capital appreciation from such aspects as the skill view cultivation and the institutional mechanism and organizational environment of vocational education and training;to build an external tension promotion mechanism for skilled human capital appreciation from such aspects as the skill application system,the skill evaluation system and the vocational certificates system;and to build a promotion mechanism for the internal and external tension transformation of skilled human capital appreciation from such aspects as the integration of the individual skills cultivation and the value of serving the country with one’s skills,the integration of vocational education system,enterprise training system,and the multi⁃party collaborative skill formation system,so as to promote the construction of a skill⁃based society.
