摘　　要：数字时代,利用数字技术实现社会治理创新已成为一种共识和趋势。数字技术赋能基层社会治理的运作逻辑体现为工具主义、化约主义和避责主义。虽然数字技术为基层社会治理带来了现代化的曙光,但数字技术并不能独自带领基层社会走向现代化的坦途。基层社会治理数字化转型的实践证明“基层社会治理+数字技术”并不是实现现代化的万能公式,相反,两者会在耦合互嵌的过程中产生一些价值悖论,这主要表现为“协同与分化”“高效与低能”“自由与束缚”“赋权与集权”等多元目标之间的冲突和张力。要最大限度地发挥数字技术的赋能作用,就要从制度、理念等多角度入手对二者之间的价值悖论进行调适,缓和数字技术与基层社会治理之间的矛盾与冲突,最终实现基层社会治理现代化的目标。In the digital age,utilizing digital technology to achieve innovation in social governance has become a consensus and trend.The operational logic of digital technology empowering grassroots social governance is embodied in instrumentalism,reductionism and avoidance of responsibility.Although digital technology has brought the dawn of modernization to grassroots social governance,it cannot alone lead grassroots society towards modernization.The practice of digital transformation of grassroots social governance has proved that“grassroots social governance+digital technology”is not a universal formula to achieve modernization.On the contrary,the two will produce some value paradox in the process of coupling and embedding,which is mainly manifested in the conflict and tension among multiple objectives such as“synergy and differentiation”,“efficiency and low capacity”,“freedom and restraint”,“empowerment and centralization”.To maximize the empowering role of digital technology,it is necessary to adjust the value paradox between the two from multiple perspectives such as systems and concepts,alleviate the contradictions and conflicts between digital technology and grassroots social governance,and achieve the goal of modernization of grassroots social governance ultimately.
