中国金融财政环境韧性测度及其时空收敛性分析

摘　　要：选取中国30个省份2008—2020年面板数据,从抵御力、恢复力、创新力和适应力四个维度构建金融财政环境韧性评价指标体系,运用熵权法测算金融财政环境韧性,采用σ收敛与β收敛分析其收敛特征。研究显示:中国金融财政环境韧性存在较大地区差异,东部地区明显领先于中部和西部地区,西部各省份在研究时段内得到有效改善,而中部多数省份呈下滑趋势。另外,中国金融财政环境未显现出σ收敛趋势,且除西部地区外其他地区均存在明显绝对β收敛。鉴于此,提出以改革创新为引擎,推动金融业高质量发展;以县域经济为内核,多措并举强化基层财政;以供给侧改革为重心,持续提高经济发展韧性,旨在为有关部门进一步强化金融财政环境韧性提供决策依据。Select the panel data of 30 provinces in China from 2008 to 2020,a financial and fiscal environment resilience evaluationindex system is constructed from four dimensions of resilience,restoration,innovation and adaptability.The entropy weight method is used to measure the resilience of the financial and fiscal environment,σconvergence andβconvergence is used to analyze its convergence characteristics.The study shows that there are large regional differences in the resilience of China's financial and fiscal environment.Eastern region is significantly ahead of that in the central and western regions,the western provinces have been effectively improved during the study period,while most of the central provinces have shown a downward trend.In addition,China's financial and fiscal environment does not show a trend ofσconvergence,and all regions except the western region have obvious absoluteβconvergence.In view of this,it is proposed to take reform and innovation as the engine to promote the high-quality development of the financial industry;Take the county economy as the core to take multiple measures to strengthen grass-roots finance;Take the supply-side reform as the focus to continue to improve the resilience of economic development,aims to provide decision-making reference for relevant departments to further strengthen the resilience of the financial and fiscal environment.
