摘　　要：遏制重大公共卫生事件冲击的重心在于城乡社区防控措施的落实,其背后的支撑力量来源于基层政府具有针对性的社会动员。在特殊事件引发公共利益受关注的情景下,由政府主导的社会动员潜能巨大,明确目标指向的社会动员依然顺畅、快捷和高效。以科层制为核心的压力传导型强制性动员,以集体利益为导向的社会力量主动性参与,以情感劝慰为纽带的说理型温情性劝阻,以教育学习为主旨的惩罚型规范性教导,体现了当前民族地区基层社会治理能力和治理体系现代化的进展。应当进一步完善基层政府应对重大突发公共卫生事件应急管理机制、树立防控大局观、强化城乡社区建设、打造权威信息发布平台、确保防控措施调整及时、谋求科学长远规划,以提升城乡社区重大公共卫生事件处置能力。The key to containing the impact of public health emergencies lies in the implementation of prevention and control measures in urban and rural communities,which is supported by the targeted social mobilization of the governments at local level.In a scenario where public interests are concerned as a result of special event,a governmentled social mobilization has great potential and the social mobilization with clear orientation is still smooth,fast and efficient.The social governance capability and progress of governance system modernization at local level of ethnic minority areas have been reflected in the enforceable mobilization with bureaucracy at the core featuring pressure transmission,active participation of social forces oriented by collective interests,gentle persuasion with reasoning and emotional support,punitive normative instruction focusing on education.Therefore,we propose improving local government's emergency management mechanism in responding to public health emergencies,thinking in big-picture terms on epidemic prevention and control,strengthening the construction of urban and rural communities,creating an authoritative information release platform,ensuring timely adjustment of prevention and control measures,and seeking science-based long-term planning,to improve the ability of responding to major public health emergencies in urban and rural communities.
