聚焦减负增效和保密精细管理的军工企业数字档案室建设研究

摘　　要：随着各项巡视、审计的常态化开展,档案的凭证及情报价值在军工企业中发挥的作用愈加凸显,军工企业各级领导对档案的重视程度与日俱增。然而,在减负增效、保密精细管理等多重背景要求下,传统档案工作模式受到挑战,而军工企业数字档案室的建设则能够在新形势下为解决相关问题、提高档案工作水平提供新的思路。通过建设以电子档案管理系统为核心的数字档案室,兼顾互联网、工控网的档案管理需求,以信息技术手段替代或辅助人工档案管理工作,持续为档案管理人员、企业工作人员减轻工作负担;同时,通过业务流程再造、RFID技术辅助等提升档案工作保密精细管理程度,降低文件材料形成交接过程中以及档案保管利用中的泄密风险,不断提升档案管理工作的各方面绩效。With the normalization of inspection and audit,the voucher and information value of archives in military enterprises is playing a more and more prominent role and leaders at all levels of military enterprises attach more importance to archives.However,under the multiple background requirements such as reducing the burden and increasing efficiency,and the fine management of confidentiality,the traditional mode of archives work is challenged.The construction of digital archives of military enterprises can provide new ideas for solving related problems and improving the level of archives work in the new situation.Through the construction of digital archives with electronic archives management system as the core,taking into account the archives management needs of the Internet and industrial control network,the manual archives management is replaced or assisted with information technology means,and the work burden of archives management personnel and enterprise staff is continuously lightened.At the same time,through business process reengineering and RFID technology assistance,the level of fine management of confidentiality in archives is improved,the risk of secret leaking in the transfer of documents and archives storage and utilization is reduced,and the performance of all aspects of archives management is constantly improved.
