台湾地区居民同等待遇的理论阐释:基于公民身份的分析

摘　　要：赋予台湾地区居民与中国内地居民同等待遇,是现阶段中国内地深化两岸交流合作、推进两岸融合发展的政策抓手。同等待遇政策的根本目标在于增进台湾地区民众对祖国的国家认同,而明确肯认台湾地区居民中国公民身份则是实现这一目标的现实路径:首先,肯认台湾地区居民中国公民身份是落实同等待遇的逻辑前提。其次,肯认台湾地区居民中国公民身份是增进台湾地区居民国家认同的必由之路。再次,肯认台湾地区居民中国公民身份是增进台湾地区居民国家认同的有效路径。公民身份的核心意涵是平等和权利保障,通过赋予台湾地区居民中国公民身份落实同等待遇,必须处理好公民身份平等性与台湾地区居民身份特殊性之间的关系问题,其核心是合理对待台湾地区居民权利限制和优惠待遇问题。Granting equal treatment to Taiwan region residents as mainland residents is the first step in the mainland's current policy to deepen cross-Strait exchanges and cooperation and promote cross-Strait integrated development.The fundamental goal of the policy of equal treatment is to enhance Taiwan region people's national identity with the motherland,and clearly recognizing the Chinese citizenship of Taiwan region residents is the practical path to achieve this goal.First of all,recognizing the Chinese citizenship of Taiwan region residents is the logical premise of implementing the same treatment.Secondly,recognizing the Chinese citizenship of Taiwan region residents is the only way to enhance the national identity of Taiwan region residents.Thirdly,recognizing the Chinese citizenship of Taiwan region residents is an effective way to enhance the national identity of Taiwan region residents.The core meaning of citizenship is equality and rights protection.To grant Chinese citizenship to Taiwan region residents to implement equal treatment,it is necessary to deal properly with the relationship between equality of citizenship and the particularity of Taiwan region residents'identity,the core of which is to reasonably tackle the rights restriction and preferential treatment of Taiwan region residents.
