摘　　要：基于对我国足球项目发展困局的反思,提出以激励机制突破中国足球治理窠臼的方案,探讨在足球项目中推进新型双锦标赛体制改革的可能性。提出:(1)深刻理解中国足球运动公共与私人属性的新内涵,基于产权清晰程度优先供给具有显著公共属性的产品;(2)明确场地建设、足球环境与人才培养等是新型双锦标赛体制的主要应用场景;(3)以足球人才培养体系为重心,以青少年赛事等准公共产品供给为抓手,围绕政社主体间的激励相容逻辑、多部门协作的常态化约束机制构建新型双锦标赛体制的改革路径。To promote the reform of Chinese football governance,the possibility of the new type of Dualtournament System as an incentive mechanism was proposed to solve the problems of the development of Chinese football.The plan includes:①The government should prioritize the supply of products with significant public attributes based on the clarity of property rights,in view of the new connotation of public and private attributes of Chinese football.②Field construction,football environment and talent development are the main application scenarios for the new type of Dual-tournament System.③Based on football talent development systems and the provision of quasi-public goods such as youth tournaments,the reform path of the new type of Dual-tournament System shall be built revolving around the incentive compatibility between governmental and social stakeholders,and a permanent constraint mechanism with multi-sectoral collaboration.
