摘　　要：PPP项目周期长且不确定影响因素多,作为项目的直接承担者,PPP项目组织的稳定性对项目成败与否至关重要.首先界定了PPP项目组织脆弱性的概念并分析了其主要特点,然后从外部环境、暴露性、敏感性、适应性4个方面识别出25个主要影响因素,在此基础上构建了PPP项目组织脆弱性评价指标体系.综合运用结构熵权法和盲数理论构建了PPP项目组织脆弱性评价模型,对Y省某高速公路PPP项目进行了分析,结果表明该方法能够很好地评价PPP项目组织脆弱性的真实状况,并能有针对性地发现存在的原因,从而为政府和社会资本采取有效措施、维护PPP项目组织稳定性提供科学决策依据.The period of PPP projects is long and uncertain with many influencing factors.As the direct undertaker of the project,the stability of PPP project organization is crucial to the success or failure of the project.Firstly,the concept of organizational vulnerability of PPP projects is defined and its main characteristics are analyzed.And then 25 main influencing factors are identified from the four aspects of external environment,exposure,sensitivity and adaptability,and on this basis,a system of evaluation indexes for organizational vulnerability of PPP projects is constructed.The structural entropy weight method and blind number theory are used to construct a PPP project organizational vulnerability evaluation model,and a PPP project in a highway in Y Province is analyzed.The results show that the method can well evaluate the real situation of the organizational vulnerability of PPP projects,and find the reasons for existence,so as to provide a scientific decisionmaking basis for the government and social capital to take effective measures to maintain the organizational stability of PPP projects.
