政企官员交流对国有企业劳动生产率的影响——地方治理的中介作用

摘　　要：基于2007—2019年省际面板数据,运用GMM估计方法研究了政企官员交流对国有企业劳动生产率的影响效应和机理。研究发现,官员交流显著地提高了辖区内的国有企业劳动生产率,且这一影响主要来自于具有企业经历的官员交流。政企官员交流对地方治理水平具有较大的促进作用,地方治理水平与国有企业劳动生产率之间存在显著的正相关关系,从而证实地方治理水平是政企官员交流影响国有企业劳动生产率的重要渠道。进一步分析发现,政企官员交流对国有企业劳动生产率的影响在党的十八大前更为显著;与具有计划经济时期企业经历的官员相比,具有市场经济时期企业经历的官员履新后对辖区内国有企业劳动生产率的影响更强。从晋升激励的角度,证实平调型官员履新后对国有企业劳动生产率具有更大更显著的促进作用。Based on the inter-provincial panel data from 2007 to 2019,this paper studies the effect and mechanism of the post rotation of the government-enterprise officials on the labor productivity of state-owned enterprises by the GMM estimation method.Results show that,official post rotation has significantly increased the labor productivity of state-owned enterprises in the jurisdiction,and this influence mainly comes from the part of officials with corporate experience.Post rotation of government-enterprise officials has a significant role in promoting the level of local governance.There is a significant positive correlation between the level of local governance and the labor productivity of state-owned enterprises.It is confirmed that the level of local governance is an important channel for the post rotation of government-enterprise to affect the labor productivity of state-owned enterprises.Further research finds out that,the effect of post rotation of government-enterprise officials on the labor productivity of state-owned enterprises is more significant before the 18th CPC National Congress.Compared with officials with enterprise experience in the planned economy period,officials with enterprise experience in the market economy period have a stronger impact on the labor productivity of state-owned enterprises within their jurisdiction.From the perspective of promotion incentives,it is proved that the Sideways post rotation has more significant role in promoting the labor productivity of state-owned enterprises than promotion-oriented post rotation.
