脱贫地区产业扶贫与产业兴旺深度衔接的理论逻辑与推进策略——以陕南为例

摘　　要：产业发展是脱贫地区巩固拓展脱贫攻坚成果,实现高质量发展的重要支撑。脱贫攻坚阶段性目标完成后,脱贫地区产业扶贫与产业兴旺的深度衔接不仅直接影响到脱贫基础的稳固,也深刻制约着扶贫产业的可持续发展。由于产业扶贫与产业兴旺在目标导向、发展方式和涵盖范围等方面存在显著差异,决定了产业兴旺不能简单套用产业扶贫的思维逻辑。以陕南为典型代表的脱贫地区,产业发展基础薄弱、发展环境差、内生动力不强等问题还未得到根本性解决。在推进产业扶贫向产业兴旺深度衔接的过程中,面临着产业衔接规划不明确、发展要素匮乏、衔接政策滞后、衔接机制不健全等问题。推进脱贫地区产业扶贫与产业兴旺深度衔接,应进一步优化产业扶贫与产业兴旺衔接发展规划,优化产业发展顶层设计,促进特色产业集聚发展,发展壮大新型农业主体,建立“造血”激励性政策支持体系,推进二者双向深度互动,健全衔接发展机制,从而增强脱贫地区产业可持续发展能力。Industry development is an important support for poverty alleviation areas to consolidate and expand the achievements of poverty alleviation and achieve high-quality development.After completing the goal of poverty alleviation,the depth of connection between industrial poverty alleviation and industrial prosperity in poverty alleviation areas,not only directly affects the solid foundation of poverty alleviation,but also profoundly restricts the sustainable development of poverty alleviation industries.Due to the significant differences in goal orientation,development mode and coverage,the thinking logic of industrial poverty alleviation cannot be simply applied to the industrial prosperity.Southern Shaanxi is the representative areas of the poverty alleviation,the problems like weak industrial development foundation,poor development environment,and weak endogenous motivation have not been fundamentally solved.To promote the deep connection between industrial poverty alleviation and industrial prosperity in poverty alleviation areas,we should further optimize the development plan for the connection between industrial poverty alleviation and industrial prosperity,improve the top-level design of industrial development,promote the agglomeration and development of characteristic industries,develop and strengthen new agricultural subjects,build a hematopoietic incentive policy support system,promote two-way deep interaction between industrial poverty alleviation and industrial prosperity,and improve the linkage development mechanism,enhance the sustainable industry development in poverty alleviation areas.
