摘 要:数字胜任力是21世纪公民不可或缺的一项“生存技能”,如何提高全民全社会数字素养和技能已成为经济社会数字化转型发展面临的迫切现实问题,持续更新完善的欧洲公民数字胜任力框架为全球提供了有益参考和借鉴。研究在回顾和梳理数字胜任力概念基础上,比较4版欧洲公民数字胜任力框架,发现:DigComp1.0到DigComp 2.0发生重大更新,体现在胜任力领域(维度1)和胜任力描述指标(维度2)的变化;DigComp2.0到DigComp 2.2属于微小更新,DigComp2.1的更新表现为熟练程度(维度3)和使用案例(维度5),DigComp2.2的更新表现为知识、技能和态度示例(维度4)。通过对比分析DigComp2.2框架,研究表明可参考欧盟数字胜任力框架的制定和修订过程,构建起具有中国特色的面向公民和特殊群体的不同数字胜任力框架,以解决全民数字素养和技能提升问题,促进我国数字教育的高质量发展。Digital competence is an indispensable"survival skill"for citizens in the 21st century,and how to improve the digital literacy and skills of the whole citizens and society has become an urgent and realistic issue for the digital transformation of economy and society.The European Digital Competence Framework for Citizens(DigComp),which is continuously updated and improved,provides a useful reference for countries around the world.On the basis of reviewing and sorting out the concept of digital competence,this paper compares the 4 versions of the DigComp and finds that there has been a significant update from DigComp1.0 to DigComp 2.0,reflected in the changes in dimensions 1 and 2;DigComp 2.0 to DigComp 2.2 updates slightly,with updates to DigComp 2.1 manifested as proficiency(dimension 3)and use cases(dimension 5),while updates to DigComp 2.2 manifested as examples of knowledge,skills,and attitudes(dimension 4).By comparing and analyzing the DigComp 2.2 framework,this study shows that different digital competency frameworks for citizens and special groups with Chinese characteristics can be constructed by referring to the formulation and revision process of the EU digital competency framework,so as to solve the problem of national digital literacy and skill improvement and promote the high-quality development of digital education in China.
