共同富裕背景下中小学教职工编制配置的问题与对策——以浙江省为例

摘  要:教育是共同富裕之基,教育共富事关浙江省“共同富裕示范区先行和省域现代化先行”目标的实现。本文围绕高质量建设共同富裕示范区的要求,以中小学教职工编制资源配置为视角,从教师队伍建设现状入手,分析浙江省中小学教职工编制配置存在的问题,并探讨其形成原因,提出对标高质量建设共同富裕示范区要求、建立健全教职工编制统筹调剂机制、实施教育人事综合改革工作、规范与加强教职工编制管理等对策建议。Education is the foundation of Common Prosperity for All.It is related to realizing the goals of the common prosperity demonstration zone and the provincial demonstration zone of modernization.This article focuses on the requirements of high quality construction of the common prosperity demonstration zone.From the perspective of resource allocation,it analyzes the allocation problems and causes of authorized size of primary and middle school teachers in Zhejiang Province.Finally,the paper puts forward such countermeasures and suggestions in line with the requirements of high quality construction of common prosperity demonstration zone as improving the overall planning and adjustment mechanism,implementing the comprehensive reform of educational personnel,standardizing and strengthening the management of authorized strength of staff.
