摘 要:在地方政府以“若干措施”等方式向多部门下达任务时,各部门在响应的过程中存在着以凸显各自的中心位置(即争夺C位)为策略特征的政策发布行为,其本质是“条条”间的竞争关系。结合政府职责、压力型体制等相关理论,可以构建由“部门职责-政策工具储备”构成的分析框架,形成四种典型的C位策略,具体表现为基于时效策略的“先行发布”、基于亮点策略的“创新发布”、基于强化策略的“高调发布”和基于程度维度的“加码发布”四种形式。形成C位策略的主要原因包括对上竞争“注意力”、横向竞争“话语权”和对下竞争“指挥权”三个方面,总体目的是在有限的组织资源竞争中取得优势。分析“条条”部门间基于C位策略的竞争关系,有助于更加全面地理解地方政府部门的政策发布行为,并为进一步优化政府“条块”关系提供可供借鉴的思路。When the local government assigns tasks to multiple departments in the form of"Several Measures",each department tends to highlight their central position strategy by release their own department policy.Central position strategy is essentially a competitive relationship between local government departments.According to theories such as Governments Responsibility and Pressurized System,an analytical framework consisting of"departmental responsibilities&policy tool reserves"can be constructed.There are four typical central position strategies,specifically"release first"based on effectiveness strategy,"release innovative""based on highlight strategy,"release high-profile"based on reinforcement strategy,and""release extra"based on degree strategy.There are three main reasons for local government departments to adopt the C-position strategy,which are upward competition for"attention",horizontal competition for"discourse power",and downward competition for"command power"'.The overall goal is to gain advantage in limited organizational resource competition.Analyzing the competitive relationship between departments based on C-position strategy helps to have a more comprehensive understanding of the policy release behavior of local government departments,and provides valuable ideas for further optimizing the Tiao-kuai relationship of Chinese government.
