系统思维视域下来华留学生风险评估体系的构建与应用

摘　　要：高校来华留学生风险评估监测工作是提升来华留学生高等教育质量的重要环节,针对留学生学业、健康、安全等方面的风险事项识别、分析和预警是工作中的重点和难点。研究运用系统理论对留学生风险评估体系的组成要素、模型构建进行全方位审视,在此基础上建构出以“压力源”“耐受力”“时间”(Stress-Tolerance-Time,STT)三维度,语言交流、规章制度、文化习俗等35项观测点,信息搜集、分析预警、干预引导三个环节组成的STT风险评估系统。继而采用自我评估和他人评估相结合的方法,突出整体性;运用大数据预判留学生潜在风险,增强精准性;动态调整评估内容与评估对象,力求动态性;优化留学生管理队伍建设,强化协同性。Risk assessment and monitoring of foreign students in universities and colleges is an important link to improve the quality of higher education for foreign students in China.Research using the system theory to students model elements of risk assessment system,to build a full review,on the basis of constructing three dimensions with “stress” “tolerance” and “time”(STT),35 points including language exchange,the rules and regulations and customs,STT risk assessment system of information gathering,analysis,early warning and intervention guidance.Then adopt the method of combining self-assessment and others' assessment to highlight the integrity;Use big data to predict potential risks of overseas students,and enhance accuracy;Adjust the content and object of evaluation dynamically and strive to be dynamic.Optimize the management team construction of foreign students and strengthen the coordination.
