区域合作范式下的德国高校联盟建设发展

摘　　要：近年来,德国大量高校组建并不断扩展了基于多个职能层面和专业科研领域的区域高校联盟。区域高校联盟是德国跨高校、跨机构、跨学科组合式教学科研的尝试,目前已完成了综合性高校联盟、综合性高校与应用技术大学联盟、高校-校外科研机构联盟、创新尖端集群、科学服务社会计划五大类区域联盟类型的建构。通过联盟建设方式,德国高校扩展了校内、校际、校企以及国际合作,实现了优质教育科研产业资源的聚集以及跨学科科研前沿领域的协同研究,推动了区域教育、科研、经济一体化发展。In recent years,a large number of universities in Germany have formed and continuously expanded regional university alliances based on multiple functional levels and professional research fields.The Regional University Alliance is an attempt by Germany to combine teaching and research across universities,institutions,and disciplines.At present,the construction of five major types of regional alliances,including the Comprehensive University Alliance,the Comprehensive University and Applied Technology University Alliance,the University Off campus Research Institution Alliance,the Innovation Frontier Cluster,and the Science Service Society Plan,has been completed.Through the mode of alliance construction of German universities,intra school,inter school,school enterprise,and international cooperation have been expanded,the aggregation of high-quality educational research industry resources and collaborative research in interdisciplinary research frontiers has been achieved,and the integrated development of regional education,scientific research,and economy have been promoted.
