摘 要:以核电工程建设企业为例,针对核电领域关键核心技术攻关等重大科技攻关专项项目群的管理,提出以需求侧为牵引、模块化组织运作、项目制全周期全流程管理的管理模型。通过以科技成果运用落地和成果转化为牵引,模块化组织运作及项目制管控体系为抓手,最优配置资源,形成攻关合力,实现项目全周期全流程管理,提高科技项目管理效率。该管理模式可为其他领域关键核心技术攻关项目、“赛马制”项目、“揭榜挂帅”项目等项目研发攻关及落地运用提供理论和实践借鉴。This paper proposes a management model which demand-side traction oriented,combining modular organizational operation and whole-cycle and whole-process management for the management of key core technologies research projects in nuclear power field in the case of nuclear power engineering construction enterprises.By taking the implementation of scientific and technological achievements and the transformation of achievements as a traction,using modular organization and operation and project management and control system as the starting point,optimize allocation of resource,to make full-cycle and full-process management of projects realized and improve the management efficiency of scientific and technological projects.This management model can provide theoretical and practical reference for the research,development,and application of key technology research projects in other fields,such as horse racing projects,top-ranking projects,etc.
