Nvivo视角下我国民办学前教育政策的嬗变特征

摘  要:我国民办幼儿园的相关政策有力推动了民办学前教育事业的发展。运用Nvivo12软件的高频词分析、节点编码以及历史分析法对1978~2022年间中国民办幼儿园相关政策的历史变迁、核心内容进行分析研究,发现我国民办幼儿园相关政策仍存在以下问题:政策的前瞻性和引领效用还需提升;政策未聚焦于民办幼儿园发展问题;需加快构建民办学前教育政策体系。民办幼儿园相关政策发展的总体特征呈现为“粗放—规范—精细—专门”,具体层面体现为:政策聚焦重点领域,紧扣发展主题;政策内容具备多元化,趋向精细化;建立健全保障机制,凝结发展内生力;管理部门分工明确,责任清晰;多项政策协同,增强政策实施外驱动力。The relevant policies of our private kindergartens have strongly promoted the development of private preschool education.The research uses the high-frequency word analysis,node coding and historical analysis methods of Nvivo12 software to analyze the historical changes and core contents of the relevant policies of China’s private kindergartens from 1978 to 2022 and concludes that the development of policies related to private kindergartens presents“extensive-standardized-fine-specialized”characteristics.The overall characteristics focuses on key areas and closely follows the development theme;the policy content is diversified and tends to be refined;the guarantee mechanism is established and improved to condense the endogenous force of development;the management department has a clear division of labor and clear responsibilities;a number of policy synergies enhance the external driving force of policy implementation.
