基于资产控制的高职院校仪器设备采购管理优化

摘　　要：高职院校仪器设备采购具有经费多元化、对象专业性、周期时效性等特征,针对当前存在前期工作不充分、过程实施效率低、风险控制不严密、执行质量难保证等问题,提出从如下五个方面着力:完善采购前期管理机制,严格招标评标过程管理,健全采购结果管理制度,构建专业化队伍成长环境,优化内部控制运行机制。The purchase of instrument and equipment in higher vocational colleges is characterized by diversified sources of funds,strong professionalism and timeliness.At present,there are some problems exist.For example,the design of technical parameters is difficult to match with the actual demand,the procurement efficiency is low,the control of procurement risk is not strict,the earlier research and demonstration is not sufficient,the procurement quality is not satisfactory,etc.To optimize and improve the management system of purchasing instruments and equipment in higher vocational colleges,we should focus on six aspects,i.e.,perfecting the management of purchasing budget and purchasing plan,strictly demonstrating purchasing demand,optimizing the management of bidding and evaluation process,strengthening the management of purchasing results,speeding up the construction of specialized purchasing team,and perfecting the internal control mechanism of purchasing.
