摘  要:目的:以国家三级公立医院绩效考核为指挥棒,建立健全院内绩效考核管理体系,指引医院医疗质量与服务能力高质量提升。方法:聚焦医院外科系绩效管理实践,通过分析国家三级公立医院绩效考核指标,对标考核评分细则,实施信息化管控,重组医院院内绩效考核的结构和权重,全方位改善绩效管理模式。结果:促进医院绩效考核、运营管理相关指标改进,医疗质量、运行效率、可持续发展和满意度评价四维度均实现改善,充分激发医务人员工作积极性以及学科发展。结论:为进一步促进医院高质量发展,需强化目标考核意识,以国家三级公立医院绩效考核指挥棒为导向,建立院内全面绩效考核管理体系,促进精细化管理,完善绩效考核管理机制。Objective:To take the national Grade III public hospital performance appraisal as a baton,establish and improve the performance appraisal management system within the hospital,and guide the hospital to improve medical quality and service capability with high quality.Methods:Focusing on the performance management practices of hospital surgical departments,we improved the performance management model in all aspects by analyzing the performance assessment indexes of national Grade III public hospitals,benchmarking the assessment scoring rules,implementing information-based control,and reorganizing the structure and weights of performance assessment in hospitals.Results:Promote the improvement of hospital performance assessment and operation management-related indexes,and the improvement of four dimensions of medical quality,operational efficiency,sustainable development,and satisfaction evaluation,and fully stimulate the work motivation of medical staff as well as discipline development.Conclusion:In order to further promote the high-quality development of hospitals,it is recommended to strengthen the awareness of target assessment,establish a comprehensive performance assessment management system,promote fine management,and improve the performance assessment management mechanism,guided by the baton of performance assessment of national Grade III public hospitals.
