摘 要:基础教育的普惠性特征,使人口变化成为影响教育资源配置的重要因素。重庆大都市区、渝东北城镇群、渝东南城镇群经济社会发展水平差异显著。渝东北城镇群、渝东南城镇群人口外流明显,中小学在校生人数占常住人口比例显著高于大都市区。渝东南城镇群、渝东北城镇群在中小学数量、在校师生数量、教学质量、教学资源以及教育投入等方面与大都市区存在显著差距。人口流出、教育资源投入不足是造成重庆市“一区两群”中小学教育发展不协调的主要因素。应从完善制度支持,提高资源投入,提升中学师生比;加大教育投入,完善“校家社”协同育人;大力发展“互联网+教育”等在线新模式,建立常态化师生交流机制,实现区域教育协调发展。The inclusive nature of basic education makes Demographic Change an important factor affecting the allocation of educational resources.The economic and social development levels differ significantly among Chongqing metropolitan area,northeast Chongqing and southeast Chongqing town clusters.The population outflow is obvious in these town clusters and the ratio of students in primary and secondary schools to the resident population in these areas is significantly higher than that in metropolitan areas.In terms of the number of primary and secondary schools,the number of students and teachers in schools,the quality of teaching,teaching resources,and the investment in education,the Southeast and Northeast Chongqing town clusters are significantly different from that in the metropolitan area.Population outflow and insufficient investment in education resources are the main factors that cause the uncoordinated development of primary and secondary education in Chongqing’s“one district and two clusters”.In order to achieve coordinated development of regional education,we should improve institutional support,increase resource input,and improve the teacher-student ratio in secondary schools;increase education input and improve“school-family-society”collaborative education;vigorously develop new online models such as“Internet plus Education”,and establish a normalized teacher-student exchange mechanism to achieve coordinated development of regional education.
