论“爱国者治港”中的身份认同与效忠义务

摘　　要：“爱国者治港”是“港人治港”原则的核心,也是我国国家治理现代化的重要组成部分。按照国际惯例和治理伦理,只有“爱国者”才有资格成为治理的主体,“爱国者治港”原则蕴含着深刻的政治效忠逻辑,香港地区居民不仅对香港特区政府具有效忠义务,而且对国家也承担相应的效忠义务,香港地区公务人员履行效忠义务是贯彻落实“爱国者治港”原则的关键。只有准确理解“爱国者治港”的身份认同逻辑与效忠义务,全面贯彻落实“一国两制”方针,香港地区才能进入由乱及治、由治而兴的新的发展阶段,从而开启良政善治的新篇章。The principle of"patriots governing Hong Kong region"is the core of the principle of"Hong Kong region people governing Hong Kong region"and an important component of China's modernization of national governance.According to international practice and governance ethics,only"patriots"are qualified to become the main body of governance.The principle of"patriots governing Hong Kong"contains profound political loyalty logic.Hong Kong residents not only have allegiance obligation to the Hong Kong region SAR government,but also bear corresponding loyalty obligations to the country.The fulfillment of allegiance obligation by Hong Kong region public servants is the key to implementing the principle of"patriots governing Hong Kong region".Only by accurately understanding the identity logic and allegiance obligation of"patriots governing Hong Kong region",and fully implementing the policy of"One Country,Two Systems",can Hong Kong region enter a new stage of development from chaos to governance and from governance to prosperity,thus opening a new chapter of good political administration and kind governance.
