高质量语境下本科教育教学审核评估的价值、挑战与路径

摘　　要：普通高等学校本科教育教学审核评估是振兴高等教育事业、筑牢人才培养根基、构建高质量高等教育体系的必要环节。新形势下,我国本科教育教学审核评估的时代背景有所变化,高等教育发展进入普及化阶段,发展目标由“提速”转向“高质量”,教育评价改革加速落实,数字化转型成为新趋势。高质量语境下的本科教育教学审核评估是落实中央关于教育评价改革的关键举措,是保障高等教育高质量发展的重点任务,是改进本科教育教学工作的内在需要,更是顺应国际高等教育发展趋势的必然选择。然而,新一轮本科教育教学审核评估面临着立德树人落实机制有待完善、评估标准被干扰、审核负担相对繁重、整改落实和结果运用不到位等现实挑战。为此,本科教育教学审核评估要把牢办学方向,坚定不移落实立德树人根本任务;要强化内涵建设,助力推动高等教育高质量发展;要坚持分类指导,明晰普通本科高校办学特色;要融合数字技术,提升教育教学深度评估实效。The audit evaluation of undergraduate education and teaching in general higher education institu-tions is a necessary part of revitalizing higher education,building a solid foundation for talent cultivation and constructing a high-quality higher education system.Under the new situation,the background of audit evalua-tion of undergraduate education and teaching in China has changed.The development of higher education has entered the stage of popularization,the development goal has shifted from"speed up"to"high quality",the implementation of education evaluation reform has accelerated,and digital transformation has become a new trend.The audit evaluation of undergraduate education and teaching in the context of high quality is a key measure to implement the education evaluation reform of the central government,a key task to ensure the high-quality development of higher education,an inherent need to improve undergraduate education and teaching,and an inevitable choice to meet the international development trend.However,the new round of audit evaluation of undergraduate education and teaching faces real challenges such as the implementation mechanism of moral education needs to be improved,the assessment standard is disturbed,the audit burden is relatively heavy,and the implementation of rectification and application of results are not in place.To this end,the audit evaluation of undergraduate education and teaching should hold the direction of schooling and firmly implement the fundamental task of establishing moral education;strengthen the internal construction and help promote the high-quality development of higher education;adhere to the classification guidance and clarify the characteristics of ordinary undergraduate colleges and universities;and integrate digital technology to enhance the effectiveness of in-depth education teaching assessment.
