摘　　要：分析新医改以来我国卫生资源相关政策,为后续政策的制定提供依据。采用Rothwell和Zegvold的供给型、需求型和环境型3类政策工具对优化卫生资源配置相关政策进行分析。环境型政策工具占比最高;针对医务人员和患者的关注度较低。环境型政策工具使用过溢,内部子工具的运用存在差异;利益相关者维度上的差别主要表现为患者与医务人员的利益诉求被忽略。适当降低环境型政策工具的使用比例,优化政策工具内部结构;坚持政府主导,平衡多方的利益需求;将有限的卫生资源,优先分配在经济欠发达的农村地区。The study analyzes China's health resource-related policies since the new health care reform and provides a basis for subsequent policy formulation.Rothwell and Zegvold's supply-oriented,demand-oriented and environment-oriented policy tools were used to analyze the policies related to optimal health resource allocation.Environment-oriented policy tools accounted for the highest percentage.Policy attention is relatively low for medical personnel and patients.The application of environment-oriented policy tools is excessive.The differences in the stakeholder dimension are mainly manifested in that the interests of patients and medical staff are ignored.The proportion of environment-based policy tools should be appropriately reduced,and the internal structure of policy tools should be optimized;the government should take the lead and balance the interests and demands of multiple parties;the limited health resources should be allocated to the less economically developed rural and remote areas.
