边境治理中“体制吸纳型”群防组织探析--以外事界务员为例

摘　　要：地方政府通过“体制吸纳”方式,将分散的边民个体统合起来,进而建立了具有守边固边功能的群防组织。基于外事界务员组织的考察可以看到,历史上边境群防组织是在政府主导下成立的,此后随着边境治理活动的推进而不断完善。依托于选拔、培训、考核的行政管理体制,群防组织得以规范化运行,并按照“吸纳性治理”逻辑嵌入边民熟人社会、处置边境微观问题、参与管边控边。但与此同时,其自身存在的问题也比较突出,不能完全适应边境治理形势和需要。应立足建设“边民有责、边民尽责、边民享有”的边境治理共同体的全新要求,推动边境群防组织转型升级。Local governments have organized dispersed individuals through the“institutional absorption”mode,which in turn has established mass defense organizations with the function of guarding and consolidating the border.Based on the investigation of boundary clerks,it can be seen that in history mass defense organizations in border governance are established under the leadership of the government,and then continue to improve with the promotion of border governance activities.Relying on the administrative management system of selection,training,assessment,mass defense organizations are standardized.In accordance with the logic of“absorbent governance”,they implant the acquaintance society,deal with minor problems in border areas,and participate in border management and control.But at the same time,their own problems are also obvious,and they are not possible to fully adapt to the situation and needs of the current border governance.It is necessary to promote the transformation and upgrading of mass defense organizations,in accordance with the requirements of building a border governance community in which the border people have responsibilities,fulfill their responsibilities and enjoy.
