摘  要:数字化转型是世界范围内教育改革的重要载体和方向。而在深入推进教育数字化转型的过程中,诸多问题逐渐显露。欧盟率先登场于数字化舞台,剖析其教育数字化转型之路,可以寻欧盟之策,破转型之难。欧盟基于打造欧洲高质量、包容性、无障碍的数字教育这一转型目标,逐步落实以项目资金投入为支撑、以基础设施建设为门槛、以教育资源开发为前提、以教育技术融合为动力、以能力素养提升为关键、以教育福祉增强为阶梯的独特的教育数字化转型之路,呈现出教育数字化转型的典型特征,具体表现为在“目标对象”上彰显全面性、在“工具方法”上昭示融创性、在“过程实践”上映射精准性、在“监管治理”上突出伦理性。Digital transformation is an important carrier and direction of education reform worldwide.In the process of further promoting the digital transformation of education,many problems have gradually emerged.The EU took the lead in the digital arena.Analyze its digital transformation of education in order to make use of EU strategies to overcome the difficulties of educational transformation.The EU sets the transformation goal of creating high-quality,inclusive and accessible digital education in Europe;Further implement the unique path of digital transformation of education,which regards the investment of projects as base,the construction of infrastructure as threshold,the development of educational resources as precondition,the integration of educational technology as drive,the improvement of digital literacy as crux,the enhancement of educational well-being as ladder.The EU's digital transformation of education has some typical characteristics,including its comprehensiveness in"target objects",its innovation in"tools and methods",its accuracy in"process practice",and its ethics in"regulatory governance".
