摘 要:非学科类培训机构的问题集中表现为忽视教育公益性、培训与管理质量参差不齐、存在规避监管的侥幸心理等。现有的监管存在维护教育公益性不力、分类监管推进不够、监管机制运转不畅等问题。非学科类培训是学校教育的有益补充,为了规范其发展,推动其发挥培养学生兴趣特长、拓展学生综合素质的积极作用,下一步应当综合考虑非学科类培训机构存在的问题及现有监管的不足,按照突出监管重点、注重统筹兼顾、优化制度设计、做到疏堵结合的路径去推进监管。The problems of non-academic tutoring institutions find expression mainly in the neglect of the public welfare of education,the uneven quality of training and management,and the fluke mentality of avoiding supervision.The existing supervision faces such problems as the poor maintenance of the public welfare of education,the inefficient promotion of classified supervision,and the poor operation of the supervisory mechanisms.The training of the non-academic tutoring institutions is a beneficial supplement to school education.In order to standardize their development,promote their active role in cultivating the students’interests and strengths,and expand their comprehensive qualities,the next step should comprehensively take their existing problems and the supervisory weaknesses into consideration,and adopt the supervisory approaches to highlighting the supervisory focuses,emphasizing the overall planning,optimizing the institutional design,and achieving a combination of strict and flexible methods.
