摘　　要：自行补充侦查是刑诉法赋予检察机关一项重要职能。在案-件比考评指标正面辐射下,近年来,检察机关自行补充侦查手段的适用经历了过去的“鲜少问津”到现在的广泛推开。文章立足忻州市检察机关自行补充侦查实践,分析自行补充侦查的困境和原因,从明确自行补侦适用范围、树立正确补侦理念、完善配套机制、监督机制和配合机制等方面探究自行补充侦查提升适用质效的实现路径,以期推动补充侦查实践的有效开展。Voluntary supplemental investigation is an important function entrusted to procuratorial organs by the Criminal Procedure Law.Thanks to the positive effects of the“case-to⁃case ratio”appraisal indicator system,procuratorial voluntary supplemental investi⁃gation,which used to be laid aside,is widely applied in resent years.In order to promote the development of voluntary supplemental in⁃vestigation,this paper,based on the Xinzhou Municipal Procuratorate's practice of voluntary supplemental investigation,analyzes the dif⁃ficulties of voluntary supplemental investigation and their reasons,and explores the effective ways to improve the quality and efficiency of voluntary supplemental investigation by clarifying the scope of application of voluntary supplemental investigation,establishing the correct concept of it,improving the supporting,supervising and cooperating mechanisms.
