演化博弈视角下生态补偿责任主体稳定均衡策略

摘　　要：政府、生态系统服务供给者和生态系统服务受益者是生态补偿的责任主体,三方的行为策略选择直接影响生态补偿的演化和实施过程。通过构建政府、生态系统服务供给者和生态系统服务受益者三方生态补偿动态演化博弈模型,揭示博弈主体行为策略的演化过程及对生态补偿策略演化方向和演化速度的影响,基于行为策略演化稳定路径的仿真分析提出提高生态补偿实施效率的对策建议。研究表明,在生态补偿演化博弈过程中,政府、生态系统服务供给者和生态系统服务受益者三方最终的演化稳定策略是协同,各主体对生态补偿的参与态度、期望收益和奖惩力度具有较高的敏感性,生态补偿的长效稳态发展需要向鼓励主动参与、提高期望收益、增强信任关系、加强市场监管、完善奖惩机制的方向引导,不断提高生态补偿的社会经济效益。The government,ecosystem service providers,and ecosystem service beneficiaries are the responsible subjects of ecological compensation,and the behavioral strategies of the three parties directly affect the evolution and implementation process of ecological compensation.By constructing a dynamic evolutionary game model for ecological compensation among the government,providers,and beneficiaries,this study reveals the evolution process of the game subjectsbehavioral strategies and their impact on the direction and speed of ecological compensation strategy evolution.Based on the simulation analysis of the stable path of behavioral strategy evolution,suggestions are proposed to improve the efficiency of ecological compensation implementation.Research has shown that in the evolutionary game process of ecological compensation,the ultimate evolutionary stability strategy of the government,ecosystem service providers,and beneficiaries is collaborative.Each entity has a high sensitivity to the participation attitude,expected benefits,and rewards and punishments of ecological compensation.The long-term stable development of ecological compensation requires encouraging active participation,increasing expected benefits,enhancing trust relationships,strengthening market supervision,improving the direction guidance of reward and punishment mechanisms,and continuously improving the social and economic benefits of ecological compensation.
