高校开展有组织科研的组织模式、经验特征与问题对策

摘　　要：科研组织模式创新是高校开展有组织科研的重要内容,当前高校有组织科研可以分为建设重大科研平台、设立科研特区、设立独立新型科研机构等九种组织模式。高校采用何种组织模式受到服务面向、经费来源、研究问题清晰程度、研究实力强弱等具体情境影响,高校主要以独立实体科研机构为组织载体,并建有专门的运行保障机制。我国高校开展有组织科研在科研战略规划、科研组织体系建设、科研组织协同、科研平台运行、科研评价激励等方面存在不足。新时期高校加强有组织科研,要加强有组织科研战略谋划,整合优化有组织科研载体,创新有组织科研运行机制,改革科研管理体制。Innovation in scientific research organizational models is an important content and inevitable requirement for universities to carry out organized scientific research.Currently,there are nine organizational models for organized scientific research in universities,including the construction of major scientific research platforms,the establishment of special research zones,and the establishment of independent new research institutions.The organizational model adopted by universities is influenced by specific situations.Universities mainly rely on independent entity research institutions as organizational carriers and have established specialized operational guarantee mechanisms.There are deficiencies in the planning of research strategies,construction of research organization systems,collaboration of research organizations,operation of research platforms,and evaluation incentives for organized research in Chinese universities.In the new era,universities should strengthen organized scientific research,strengthen strategic planning for organized scientific research,integrate and optimize organized scientific research carriers,innovate the operating mechanism of organized scientific research,and reform the scientific research management system.
