摘  要:双碳目标下煤炭企业低碳转型急需政府和企业联动发力。基于中央政府与地方政府双重治理视角,构建煤炭企业低碳转型演化博弈模型,并运用系统动力学对其稳定策略进行动态仿真,结果表明中央政府、地方政府和煤炭企业行为策略反复波动,不存在演化稳定策略。因此,提出中央政府长期监管与地方政府动态环境规制来控制策略波动,并再次进行仿真模拟,结果表明以上2种监管机制可以有效地抑制策略波动性,理想的演化稳定策略为中央、地方政府实施双重“动态”治理,可实现低成本监管并助推煤炭企业低碳转型。The low carbon transformation of coal enterprises under the carbon peaking and carbon neutrality goals urgently requires the joint efforts of government and enterprises.An evolutionary game model of coal enterprises low-carbon transition was established,and the dynamic simulation was carried out on evolutionary stable strategy using system dynamics based on the dual governance perspective of the central government and local governments.The simulation results show that the trilateral subject behavior strategy fluctuates repeatedly and there is no evolutionary stable strategy.Therefore,the long-term supervision of the central government and the dynamic environmental regulation of local government are proposed to control the strategy fluctuation and then simulated again.The results indicated that the above two regulatory mechanisms can effectively restrain the strategy fluctuation,and the ideal evolutionary stabilization strategy is the dual "dynamic" governance by the central and local governments,which can achieve low-cost regulation and help promote low carbon transformation of coal enterprises.
