摘  要:为了优化区域应急救援中心物资储运区布局,提高应急救援工作效率,在分析物资储运区特殊性的基础上,考虑其日常运营阶段和应急救援阶段的不同物流需求,提出了基于改进系统设施布置(Systematic Layout Planning,SLP)方法的两阶段物资储运区布局优化模型,添加虚拟功能区并将交通系统纳入约束条件。然后设计改进的遗传算法对模型求解,最后通过Anylogic进行动态仿真。结果表明,基于改进SLP方法设计的物资储运区最优布局未造成拥堵,功能区作业效率明显提高,验证了该方法的科学合理性和算法的有效性。提出的储运区布局方法能制定科学合理的布局方案,提升应急救援中心各功能区作业效率,对我国区域应急救援中心建设具有一定的指导意义。To optimize the layout of the material storage and transportation area of a regional emergency rescue center and improve the efficiency of emergency rescue tasks,this paper analyzes the logistics particularity of the material storage and transportation area and puts forward a two-stage material storage and transportation area layout optimization model based on the improved Systematic Layout Planning(SLP)method,considering that the logistics volume and logistics direction in its daily operation stage and emergency rescue stage are completely different.In the model,virtual functional areas are added and the traffic system is brought into the constraints.Considering the internal road design of the area,the traffic rules,and the logistics volume between functional sections,the logistics relationship,and non-logistics relationship are established,and the comprehensive relationship degree between functional sections is calculated to obtain the two-stage optimal layout scheme with a minimum transportation cost and maximum comprehensive relationship between functional sections.According to the emergency characteristics of the regional emergency rescue center,the two-stage function is given weight to obtain the final objective function.Then an improved genetic algorithm is proposed to improve the crossover and mutation operation,to better solve the model and obtain the optimal layout scheme.Finally,the material storage and transportation area of the southwest regional emergency rescue center is taken as an example to verify the method,and dynamic simulation is carried out using Anylogic.The results show that there is no congestion under the layout of the material storage and transportation designed in this paper,and the operation efficiency of the functional area is improved,which verifies the scientific rationality and effectiveness of the proposed layout optimization method of storage and transportation areas.
