摘  要:为推进煤炭等大宗货物运输“公转铁”,从运输参与方(托运人、承运人和政府)角度出发,研究综合运输网络下货流分配的优化问题。综合考虑运输费用、运输效率、碳排放量3方面因素,建立综合运输网络货流分配的线性优化模型,研究公铁运量目标比值和碳排放空间目标值等政策引导约束对货流分配的影响。算例结果表明:公铁运量目标比值变化能直接影响各路径货流分配量,同时显著影响碳排放量;碳排放空间目标值降低到82.152万t以下可提高铁路运输占比,但由于运输效率成本增加较快导致运输总成本增加,为保证运输总成本较低并尽可能减少碳排放量,需对二者进行权衡。To promote the transportation of bulk goods such as coal from road to railway,this paper studied the optimization of freight flow distribution in integrated transportation network from the perspective of transportation participants(shippers,carriers,and government).The linear optimization model of freight flow distribution in the integrated transportation network was established by considering three aspects of transportation cost,transportation efficiency and carbon emission.The impact of policy guidance constraints,such as the target ratio of road and rail transportation volume and the target value of carbon emission space,on the distribution of freight flow in the integrated transportation network were analyzed.The study case shows that the target ratio of road and rail transportation volume can directly affect the distribution of freight flow in each path and significantly affect the carbon emission.The reduction of the target value of carbon emission space for the whole transportation process to below 821520 t will increase the share of rail transportation,but the total transportation cost will increase due to the faster increase of transportation efficiency cost.A trade-off between the two is needed to ensure the total transportation cost is low and minimize carbon emissions as much as possible.
