摘　　要：[目的]分析安徽省基本医疗保险实施的公平性,为进一步优化医保制度的实施及推进安徽省基本医疗保险省级统筹提供建议。[方法]运用集中指数和基尼系数对安徽省基本医疗保险实施中的多项代表性指标进行测度,对其公平性进行分析。[结果]大部分测度指标的集中指数绝对值小于0.2,基尼系数小于0.4,城镇职工基本医保中的灵活就业参保人数、县域外就诊率等,城乡居民基本医保中的统筹基金当期结余率、县域外就诊率等指标的集中指数绝对值大于0.2,基尼系数大于0.4。[结论]安徽省基本医疗保险实施公平性总体较好,但仍存在不均衡问题,且安徽省城乡居民基本医保的实施公平性优于城镇职工基本医保。Objective To analyze the equity of the implementation of basic medical insurance in Anhui Province,and to provide suggestions for further optimizing the implementation of medical insurance system and promoting provincial overall planning of basic medical insurance in Anhui Province.Methods The concentration index and Gini coefficient were used to measure a number of representative indicators in the implementation of basic medical insurance in Anhui province,and its equity was analyzed.Results The absolute value of the concentrated index of most measurement indicators was less than 0.2,and the Gini coefficient was less than 0.4.The absolute value of the concentration index was greater than 0.2 and the Gini coefficient was greater than 0.4 for the number of flexible employment participants and the rate of out-of-county consultations in the basic medical insurance for urban employees,and the current balance rate of pooling funds and the rate of out-of-county consultations in the basic medical insurance for urban and rural residents.Conclusions The equity of the implementation of basic medical insurance in Anhui Province is generally good,but there are still some imbalances.The implementation equity of basic medical insurance for urban and rural residents in Anhui Province is better than that for urban employees.
