摘  要:就业是最大的民生。以“数字技术”变革为核心的数字经济时代,对劳动力市场产生巨大冲击和潜在的就业风险,主要包括新技术革命引发“机器换人”的就业替代效应、数字经济赋能绿色发展引发的技术性失业风险及新就业形态引发的劳动者权益保障缺失。这对我国稳定就业存量、扩大就业增量、优化就业结构和提升就业质量带来了新的挑战。切实防范和有效化解就业风险主要应对策略基础在“防”,重点在“治”,以“长效机制”为支撑,以重点群体为抓手,对于增进民生福祉、推动全体人民共同富裕具有重大的理论和政策意义。Employment represents one of the fundamental aspects of people’s livelihoods. The advent of the digital economy, centered around “digital technology,” has exerted a profound impact on the labor market, giving rise to various employment risks. These risks encompass the potential displacement of jobs through “technological substitution,” stemming from the ongoing technological revolution. Additionally, risks like technical unemployment arising from the green development of the digital economy and the inadequate protection of workers’ rights in new forms of employment have emerged. These challenges have presented new obstacles in terms of maintaining employment stability, fostering employment growth, optimizing employment structures, and enhancing employment quality in China. To effectively prevent and address employment risks, proactive strategies should prioritize “prevention” while emphasizing comprehensive “governance” measures. Establishing long-term mechanisms and directing attention towards critical demographics are also crucial components. These efforts hold significant theoretical and policy implications, as they strive to improve people’s livelihoods and foster inclusive prosperity for all.
