摘　　要：我国是矿产资源全球第一大消费国,国内矿产资源对国民经济的可持续发展的保障程度严重不足,走出去进行资源开发是必由之路,关系到国家安全。本文首先通过PESTEL框架分析了走出去的宏观环境,其后通过头脑风暴法、问卷调查法及访谈法,系统识别出走出去资源开发全过程风险,并对各个阶段主要风险进行了初步分析,可为矿业企业走出去进行资源开发提供参考。China is the world's largest consumer of mineral resources,while domestic mineral resources is not enough to support the sustainable development of the national economy.Going abroad to develop minerals resources is necessary,which is related to na‐tional security.This paper first analyzes the macro environment of going abroad through the PESTEL framework,and then system‐atically identifies the risks in the whole process of abroad resource development through brainstorming,questionnaire and interview methods,and makes a preliminary analysis of the main risks in each stage,which can provide a reference for mining enterprises to go abroad for resource development.
