创新型企业培育发展对策研究以成都市为例

摘　　要：创新型企业是发展战略性新兴产业的中坚力量,是科技成果应用、科技人力资本等创新要素集聚的载体。大力培育与发展创新型企业是实现成都经济高质量发展的内在要求,是培育成都产业特色的基本战略选择,更是推动成都创新型城市建设的重要内容。尽管成都创新型企业培育发展取得了突出成效,但仍存在创新型企业自主创新能力有待提升、创新型企业创新型人才相对匮乏、创新型企业的产学研创新合作有待进一步加强、创新型企业的市场中介创新服务功能有待进一步发挥等问题。成都应从全力强化企业创新意识、强化企业创新研发投入、积极完善企业创新合作模式等创新型企业内生动力层面加快提升创新型企业创新能力。从进一步完善支持创新型企业培育发展的金融财税法规政策体系、大力强化创新型人才引进培育激励保障机制、加强科技中介创新服务体系建设等完善企业外部政策支持层面优化创新型企业创新环境,加快推动成都创新型企业的培育和发展,着力提升成都创新型企业的创新能力。Innovative enterprises are the backbone of the development of strategic emerging industries,as well as the carrier of innovation factors such as the application of scientific and technological achievements,technological human capital,and so on.Vigorously cultivating and developing innovative enterprises is an inherent requirement for achieving high-quality economic development in Chengdu,a basic strategic choice for cultivating Chengdu’s industrial characteristics,and an important part of promoting the construction of an innovative city in Chengdu.Although Chengdu has achieved outstanding results in the cultivation and development of innovative enterprises,there are still problems such as the need to improve the independent innovation ability of innovative enterprises,the relative shortage of innovative talents in innovative enterprises,the need to further strengthen the cooperation between industry,university,and research in innovative enterprises,and the need to further develop the market intermediary innovation service function of innovative enterprises.Chengdu should make every effort to strengthen the innovative awareness of enterprises,strengthen investment in innovative research and development,actively improve innovative cooperation models and other endogenous strategic aspects of innovative enterprises to accelerate the improvement of innovative enterprises’innovation capabilities,from further improving the policy support system for the cultivation and development of innovative enterprises,accelerating the improvement of the legal and regulatory system for technological innovation of innovative enterprises,establishing and improving the fiscal and tax policy system to encourage independent innovation of innovative enterprises as soon as possible Vigorously strengthen the incentive and guarantee mechanism for the introduction and cultivation of innovative talents,strengthen the construction of technological intermediary innovation service system,and improve the external policy support level of enterpr
