摘　　要：坚持科技创新与体制机制创新“双轮驱动”,是深入实施创新驱动发展战略的关键所在。开展科研机构运行监测是支撑决策、规范管理、促进发展、化解风险的基础性、系统性管理机制创新。文章以中国农业科学院开展院所运行监测为例,介绍了科研机构运行监测的意义、组织实施、体系构建和实施成效,并对科研机构如何构建科学合理的运行监测指标体系、建立规范高效的工作机制等提出了建议。Adhering to the"double-wheel drive"of scientific and technological innovation and institutional mechanism innovation is the key to the in-depth implementation of the innovation-driven development strategy.Carrying out the operation monitoring of scientific research institutes is a basic and systematic management mechanism innovation that supports decision-making,standardizes management,promotes development and resolves risks.Taking the operation monitoring of Chinese Academy of Agricultural Sciences as an example,the article introduces the significance,organization and implementation,system construction and implementation effectiveness of the operation monitoring of scientific research institutes,and puts forward suggestions on how scientific research institutes can construct a scientific and reasonable operation monitoring index system and establish a standardized and efficient working mechanism.
