南高加索地区民族国家建设进程及启示

摘　　要：南高加索位于“文明断裂带”上,这片土地历史上屡经战争洗礼,文明交替和王朝更迭。如今该地区的三国已经成了领土、资源、民族、宗教和文化矛盾的多发地,域外大国地缘政治利益交汇区。南高加索地区要素构成的复杂性使其区域国家在民族认同、国家构建方面走过漫长而艰辛的道路。至今三国无法调节民族争端,群体归属,导致暴力冲突加剧和分裂势力膨胀。一个主要原因是缺乏永久性的、结构化的协商机制。三国仍需建立一个强大的公民社会,拥有自由的媒体和开放的政治平台,这些只有通过改革才能建立和完善。区域一体化融合进程应通过“妥协整合”,先实现安全经济方面的合作与一体化进程,加深“南高加索走廊”的概念,以增加地区凝聚力和影响力。The South Caucasus is located on the“fracture zone of civilization”,an area that has been subjected to wars,alternations of civilizations and dynastic changes throughout history.Nowadays,the three countries of the region have become a place of territorial,resource,ethnic,religious and cultural conflicts,as well as a crossroad for foreign powers’geopolitical interests.The complexity of the composition of elements in the South Caucasus has forced the countries there to go through a long and arduous road of national identity and state construction.To date,the three countries’incapacity to resolve ethnic disputes and group affiliations has resulted in the intensification of violent conflicts and the expansion of separatist forces.One of the main reasons for this is a lack of permanent and structured consultation mechanisms.The three countries still need to build and improve a strong civil society with free media and an open political platform,which can only be accomplished through reforms.The process of regional integration and convergence should start with a process of cooperation and integration in security and economy through“integration by compromise”,and deepen the concept of the“Southern Caucasus Corridor”in order to increase regional cohesiveness and influence.
